There was a time out as i understood it, it accured when [ISF]peterpops computer died.
And as I understand it the rules say that the connecting must be done during the time out.

As the rules are written with "and", that should imply that the referee does not need to be notified.

or else it is witten bad, cause the second part of it states that it is alright to connect during the timeout, the timeout that was in progress, the timeout that didnt have any one connecting before or after the timeout.

I think the glowy people are because of tac goggles? Happens all the time when a match is over.. The map turns normal but the glowy people remain glowy -- and dead..
